If you didn't download the drivers from this website, then it is clear why your network isn't coming up. Please go to the front page of this website and look at the top right corner.

Ideally you get a friend with ps2linux to copy these files on a memory card for you. If this is not possible, you will need to create a connection between a computer with the smap.o file on it and the ps2linux kit using a crossover cable, setup the network with fixed IP addresses (e.g. 192.168.0.2 and 192.168.0.3) and after running netconfig immediately ftping the file before the network goes down again.

Possibly you can also use a network adapter with modem to dial up and get the files that way, but I have not tried that.
