SUBJECT: mc elf?

mrbrown has mentioned in a couple of posts that, with the kit, one could create an elf that could be loaded from memory card even without PS2 Linux. What tool do you use to create it? Since the memory card could be made to store at least 16mb using 3rd party software, fairly decent albeit simple games could be distributed this way.
